Staff
IDEAS Centre is chaired by Arthur
Dunkel, former GATT Director-General, and managed by Nicolas Imboden,
earlier Swiss Government Trade Delegate and Ambassador in charge
of Swiss economic cooperation with developing countries. Their combined
policy know-how, government and private sector experience are strong
assets to enrich international trade and development policy debates.
The Centre’s other ongoing activities and projects underpin
its policy recommendations on trade, development and global governance
issues.
IDEAS Centre is totally independent
and does neither represent, nor pursue specific interests. We are
strongly dedicated to contributing to the formation of a more development-friendly
international trading system, one that contributes to peace, prosperity
and stability for all in the world.
The Staff of IDEAS consists of
a core team of experienced professionals, who are in charge of the
Centre’s projects.
Specific technical inputs
- like: legal expertise, research and analysis, training, production
of learning material and so on - are outsourced to specialized institutions
and experts.
CURRICULUM VITAE
Arthur
DUNKEL
Chairman
Mr. Arthur Dunkel (1932), Swiss
national, graduated in Trade and Economics at the University of
Lausanne (HEC) in 1956. For most of his professional life, he worked
in the fields of international trade and economic cooperation. Having
held posts in various sectors at the Swiss Federal Office for Foreign
Economic Affairs in Bern, he was appointed in 1976 as Delegate of
the Swiss Government for Trade Agreements with the rank of Ambassador
Plenipotentiary. From January 1980 to June 1993, he held the position
of Director-General of the General Agreements on Tariffs and Trade
(GATT).
Mr. Dunkel maintains close links
with the academic world and was awarded Honorary Doctorates from
the Universities of Fribourg (1980) and Basle (1992). Till 2002,
he was Professor at the Faculty of Economics at the University of
Fribourg. Currently, he acts as the Chairman of the Board of the
“Institut de Hautes Etudes en Administration Publique”
(IDHEAP) attached to the University of Lausanne.
Since 1993, Mr. Arthur Dunkel
has offered his private consultancy services on international economic
matters. From September 2002 on, he associated himself with Mr.
Nicolas Imboden, former Swiss trade delegate and ambassador, to
establish IDEAS Centre, an independent, non-profit consultancy organization,
which advises developing countries on trade and development issues,
including participation in the WTO and international trade negotiations.
Mr. Dunkel is a former Board
member of Nestlé S.A.

Nicolas
IMBODEN
Executive Director
Nicolas Imboden,(1946) a Swiss
national, graduated in law at the University of Geneva, holds a
degree in development studies of the then African Development Institute;
a M.A.L.D. from the Fletcher School of Law and Diplomacy in Boston
and was an AMP student at Harvard.
He is partner and cofounder of IDEAS Centre. Previous he was Senior
Vice President with SGS (1999- 2002), a Swiss Government trade and
aid official with the rank of an ambassador (1992- 1999), Governor
of the regional development banks (ADB, AFDB, IDB) and Executive
Director at the EBRD (1992). He was the Swiss negotiator for market
access and agriculture during the Uruguay Round negotiations (1987-
1992). He also worked in the World Bank as an agricultural economist(1978-
19982), OECD (1974-1978 as researcher on aid monitoring) and UNDP
(1972- 1974 as Program Officer in Chad).
He is currently member of the Board of the Foundation of the "Institut
Universitaire d'Etudes de Développement" (Geneva) and
of the International Institute for Sustainable Development (IISD)
in Canada. He has been a member of various Expert Groups of the
World Bank, Inter-American Development Bank and of the UNDP Human
Development Report.

Hans-Jakob
NIKLAUS
Senior Policy Advisor
After graduating from the ETH
Zurich in 1981 as an agronomist and engineer in crop sciences, Hans-Jakob
Niklaus joined the SGS Group in 1983. Starting as a management trainee,
he held positions in Paraguay, Ecuador, the Philippines, Peru, Brazil
and Switzerland. His tasks included management of the country subsidiaries
in the commercial testing and inspection services as well as in
activities performed on behalf of governments. In 1992, he enjoyed
a break at INSEAD in an Advanced Management Program.
Returning to Switzerland in 1996, Hans-Jakob Niklaus joined the
Swiss Federal Office for Agriculture and became a member of the
Swiss WTO team. At the same time, he represented Switzerland in
the International Grains Council that administers the International
Grains Agreement comprising the Grains Trade Convention and the
Food Aid Convention.
Before returning to the lecture halls of the University of Berne
and the World Trade Institute for the Master in International Law
and Economics, and graduating in September 2004, Hans-Jakob had
been working during 4 years as a management and organizational consultant.
He joined IDEAS in October 2004; his working languages include German,
English, Spanish, French and Portuguese.

Maxine
KENNETT
Senior Policy Advisor
After graduating from the University
College London (UCL) and the College of Law (London), Maxine Kennett
qualified as lawyer (in England and Wales). She worked for the international
law firm, Allen & Overy, in their London and Frankfurt offices,
before moving to Switzerland to specialise in trade-related matters.
In 2002, she obtained a masters degree in international law and
economics (MILE) from the World Trade Institute and she is now in
the process of finalising her PhD on the subject of WTO accession,
under the supervision of Professor Thomas Cottier, at the University
of Bern.
Whilst studying, Maxine worked as an independent consultant for
various intergovernmental organisations, academic institutions,
non-governmental organisations and multi-national corporations,
including the ITC, the Commonwealth, TRALAC and the OECD.
She joined IDEAS Centre in October 2004.

Sjoerd
H. VISSER
Senior Policy Advisor
Mr. Sjoerd
H. VISSER (1967), Dutch national, studied Management at the University
of Lausanne (HEC) followed by a Masters degree in International
Management (MIM) in 1991 and a Master’s degree in Management
of Technology (MoT) at the EPFL in 2002.
Sjoerd Visser has worked
for about ten years in the Government Contracts Division of Société
Générale de Surveillance (SGS) in different postings
in Asia, Africa, Middle East and the Caribbean. He has been working
with both the private and public sector and has a large hands-on
experience in international trade, shipping and customs operations
particularly in West-Africa. Sjoerd joined IDEAS Centre in March
2003.

Florence
STOCKHAMMER
Senior Policy Advisor
After graduating
from the Faculty of Law of the University of Lausanne (Switzerland),
Ms. Florence Stockhammer studied two years at the School of International
and Public Affairs at Columbia University (New York) where she obtained
a Master in international affairs.
She joined
the Swiss State Secretariat for Economic Affairs (seco) in 1995.
She spent five years at the Swiss Mission to the World Trade Organization
in Geneva defending Switzerland’s commercial interests in
different committees and working groups. She focused mainly on issues
related to services, dispute settlement, intellectual property and
accessions.
Before
joining IDEAS Centre in May 2004, Ms. Florence Stockhammer worked
two years in a private law firm in Geneva.

BOGORAD
Junior Professional Expert
Natacha
Bogorad (1977) : Junior Professional Expert. Graduated in international
relations at the Graduate Institute of International Studies of
Geneva in 2002. During her studies, she worked as the executive
assistant to a partner of a law firm. She is the co-author of the
chapter on trade of the “Annuaire Suisse de politique du développement
2004”, published by the Graduate Institute of Development
Studies of Geneva.

ANDRE
Office Manager
Ms Jeannette
V. ANDRE (1954), Swiss national, obtained her MBA at IMD Lausanne
in 1985.
Ms André
has gained experience in Finance, Marketing and General Management.
Her area of expertise is organizational change. She has worked for
Nestlé, founded and managed her own computer company for
10 years, worked with Terre des Hommes, managed a medical clinic,
and executed a variety of reorganization mandates. At IDEAS Centre
since May 2004, she acts as Office Manager and is also responsible
for special projects.
